The Professional Regulatory Board for Customs Brokers

The Professional Regulation Commission (PRC) has announced that 1,265 out of 2,871 candidates passed the November 2024 Customs Brokers Licensure Examination administered by the Board for Customs Brokers in NCR, Cebu, and Davao. The results for one candidate were withheld, pending the final determination of liabilities under the rules and regulations governing licensure exams.

 

The Board for Customs Brokers, which conducted the examination, was chaired by Hon. Samuel C. Bautista, with Hon. Nenette T. Dagondon and Hon. Albert V. Cruz as members. The official exam results were released three working days after the last day of the examination.

Exam Dates and Locations

The official schedule for the November 2024 Customs Brokers Licensure Examination is as follows:

Examination Dates: The CBLE will be held from November 25 to 26, 2024 (Monday and Tuesday).

 

Deadline for Filing Applications: The application deadline typically falls a month before the exam. Check the PRC website for the exact deadline.

Scope of Examination

The Customs Brokers Licensure Examination (CBLE) covers a broad range of topics critical to customs and trade practices. The exam scope includes:

 

Customs Laws and Regulations
It covers the Customs Modernization and Tariff Act (R.A. 10863), import/export procedures, tariff classifications, duties, valuation, rules of origin, and international trade agreements.

 

Customs Procedures
Topics include customs declaration, processing, clearance, handling of documents like bills of lading, invoices, packing lists, and customs enforcement.

 

International Trade and Transportation
The exam evaluates knowledge of international trade rules, such as Incoterms, shipping processes, cargo handling, and the role of customs brokers in trade facilitation.

 

Accounting and Finance
Candidates are tested on financial principles related to customs transactions, including costing, tariffs, taxes, and duty payment procedures.

 

Other Related Subjects
This section includes special laws affecting customs brokers, plus international treaties, agreements, and conventions that govern global trade.

After CBLE Results 2024: Verify Your Rating

The verification of ratings for the November 2024 Customs Broker Licensure Exam (CBLE) will be available online a few working days after the results are posted. Successful candidates can visit the PRC Official Website and use the Verification Page to check their board exam passing rate. To access the ratings, passers need to provide the exam name, examination date, application number, first and last names, and birthdate as required.

Initial Registration for New Professionals

The Online Registration schedule for new passers and successful examinees for their license issuance will begin on December 19, 2024. Starting on this date, the registration process for obtaining your Professional Identification Card (ID) and Certificate of Registration will be conducted online. To complete your registration, visit the official PRC website at www.prc.gov.ph and follow the instructions provided for initial registration.

 

All initial registrants are required to register online through the PRC Official Website, following the step-by-step process outlined on the platform. The following registration requirements must be prepared and submitted:

 

  1. Notice of Admission (NOA) for identification purposes.
  2. Duly accomplished Oath Form or Panunumpa ng Propesyonal.
  3. Two (2) pieces of passport-sized ID photos with a white background and complete name tag.
  4. Two (2) sets of documentary stamps.
  5. One (1) short brown envelope.

Finally, successful examinees must personally visit the PRC office to register and sign the Roster of Registered Professionals. Ensure that all requirements are completed for a smooth registration process.

After the Exam: Results and Oath-Taking

The PRC typically releases the Customs Brokers Licensure Examination (CBLE) results within 2–3 weeks after the last exam day. You can visit the official PRC website to view the official list of successful candidates and verify your exam results. After passing the CBLE, you must attend an Oath-Taking Ceremony to officially become a licensed customs broker. This significant event marks an exciting step in your career, allowing you to contribute to the growth of the Philippines’ trade and economy.

 

The face-to-face mass oathtaking for newly licensed Customs Brokers will take place on December 18, 2024, at 1:00 PM at the Plenary Hall, Philippine International Convention Center (PICC), CCP Complex, Roxas Boulevard, Pasay City.

 

All successful examinees who wish to attend the in-person oathtaking must register by 12 Noon on the day before the event at http://online.prc.gov.ph to confirm their attendance. Inductees must wear formal attire and print the Oath Form with the generated QR code for submission during the ceremony to be marked as “Attended.”

 

Please note that registering on LERIS does not guarantee a reserved seat for the oathtaking until you secure a ticket. Seating is limited and will be allocated on a first-come, first-served basis. Children under seven (7) years old are not allowed inside the hall.

 

Those unable to attend the in-person oathtaking may participate in the online oathtaking or request a special oathtaking. Updates on the online oathtaking schedule will be posted once confirmed.

 

Following the oathtaking, inductees should proceed with their online initial registration by booking an appointment at http://online.prc.gov.ph.

After completing your PRC oath-taking, you are required to take another oath under the Philippine Chamber of Customs Brokers Inc. (PCCBI). This is essential as PCCBI is the sole recognized Professional Organization of Customs Brokers in the Philippines by the PRC. As part of the process, you must complete an orientation conducted by PCCBI to understand your role and responsibilities. To gain full membership access, you need to create an account on the PCCBI platform, known as 1CCBI365. Simply visit the official website, www.ccbi.ph, and provide the necessary details to register. Afterward, your application will undergo approval.
